Fischer Regan Enterprises (FRE) and its collaborators are social entrepreneurs committed to redeveloping Ogden’s historical assets, districts, and community—one building at a time. They breathe new vision, purpose, and energy into Ogden’s historic buildings, which were once considered obsolete and outdated. While inspired by the past, FRE looks toward the future, imagining the endless possibilities of what these structures can become and how they can uplift the surrounding community.

At FRE, social entrepreneurship drives every project, motivated by a desire to improve social, environmental, educational, and economic conditions. As social entrepreneurs, they seek to solve problems and effect positive social change through the redevelopment of historic assets. Fischer Regan Enterprises has been revitalizing such assets since 2006, utilizing New Markets Tax Credits (NMTC), Historic Tax Credits (HTC), and Tax Increment Financing (TIF) to restore properties with both integrity and innovation.

FRE’s projects, such as The Monarch in Ogden’s Nine Rails Creative District, stand as a testament to their commitment to community-driven development. By transforming spaces into creative hubs, entrepreneurial ventures, and community landmarks, Fischer Regan Enterprises contributes to the cultural and economic vitality of the region.

    Thaine Fischer, a visionary in urban renewal, has been transforming Ogden's creative landscape since 2018 as Managing Partner of The Monarch Ogden. Leading the restoration of this historic building at 455 25th Street, he's creating a hub for innovation in the Nine Rails Creative District.

    As Managing Partner at Fischer Regan Enterprises, LLC, Thaine specializes in real estate, historic redevelopment, and tax incentive financing (TIF). He's also a Partner at Capital Legal Services, offering corporate and real estate consulting since 2004.

    A 30-year member of the Entrepreneur Organization, Thaine has held leadership roles including President and Membership Chair in the Arizona Chapter, and is currently active in the Utah Chapter. His expertise in urban development and business growth continues to shape Ogden's economic future.

As a Senior Advisor with The Ritz-Carlton Leadership Center, she developed a reputation for leadership transformation and sales and service excellence.

    An international speaker and advisor, Jennifer helps businesses secure sustainable growth through exceptional service and leadership, consistently delivering high employee engagement scores and elevating customer experiences across diverse industries.

    Martin J. McCue, Senior Partner at Capital Legal Services, Inc., brings over 20 years of expertise in corporate law, estate planning, and asset protection. A Juris Doctorate graduate from Hamline University School of Law, Martin is admitted to the Arizona, Utah, and Wisconsin Bar Associations.

    Since 2005, Martin has led Capital Legal Services, specializing in business formation, real estate transactions, and debtor bankruptcy representation. He advises both startups and established businesses on entity structuring and asset protection strategies. Martin also manages the Law Offices of Martin J. McCue, PLLC, and serves as an attorney at Scottsdale Law Group.

    An adjunct professor of law and finance since 1989, Martin combines academic insight with practical legal solutions, safeguarding his clients' business and personal assets with strategic expertise.
